If anyone else is still experiencing this issue I would recommend you try removing any non-default system languages as a troubleshooting step. Checking the box next to the second English entry and following the wizard through to completion With en-GB being the system default, this left the other entry to be en-US. This opened a window showing duplicate English languages installed (example below).
